Abstract: It is a real problem that, compared to other universities in more developed countries, Costa Rican public universities maintain a reduced amount of human talent who have been assigned academic responsibilities and who have an academic doctorate in some field of knowledge. (World Economic Forum, 2019 - National Council of Rectors of Costa Rica, 2019)
Faced with this reality, the State Distance University in Costa Rica (UNED), its Research Program in Foundations of Distance Education (PROIFED), attached to the Vice-rectory for Research, in close collaboration with the University of Salamanca in Spain (USAL) , wishes to assume a proactive role in the face of this reality, oriented efforts towards the construction and eventual implementation of a "Prototype Program for training in academic and scientific research of high level (FORMAR-D), in order to promote the culture of academic doctorates "
